Improve the empty state component

      Context:

      After removing the Welcome message from the collections page, the empty state component started to look weird as it is not centered horizontally. In addition the design of this component is not following the carbon design system guidelines.

      AT:

      Update the EmptyState component to follow carbon design system guidelines
