Update to Jetty 12

      Optimize is currently running on Jetty 11 on master. We should update to Jetty 12 now that it is available. More information can be found out about the release here.

      Some preliminary work was experimenting with in this PR: https://github.com/camunda/camunda-optimize/pull/9492 

      However, this is unlikely complete and a more thorough implementation, probably from scratch, is required.

      This may or may not be done in parallel with the upgrade to Spring 3.2
