      In light of https://camunda.slack.com/archives/C06BDRUBEF6, we should create a runbook for handling the relatively common scenario that the total number of shard limit being reached. This should exist in the same place as the other Optimize runbooks (https://github.com/camunda-cloud/runbook/tree/main/optimize)
