AT:

• There is a new top level section called "Alerts"
• On this section, there is a list of existing alerts with their name, report, threshold and email
• I can add a new Alert
• I can remove an existing alert (with confirmation dialog)
• I can edit an existing alert
• When adding or editing an alert, I can change the alert information in a modal overlay. Editable information are:
  • Alert Name
  • Report (only single number Reports are available for Alerting)
  • checkInterval (value and unit)
  • Threshold (value and operator)
  • email
  • an optional reminder interval (value and unit)
  • optionally enable a fix notification
