• create a loading indicator component that is used everywhere, where we want to show that Optimize is still loading/fetching data

Background:
right now we have simple text message telling the user that Optimize is waiting for data. However, they are quite simple in terms of style and only are not consistently styled. We should make that coherent and maybe also add an animation(e.g. a small icon or three dots that are moving or a loading indicator like in the footer). Talk to Franz about how this component should look like.
