In Admin, system section is not visible in any case

      In the "system" panel of the admin dashboard, every user is able to access the "General" and "Operation Log" entries. "Execution Metrics" can only be accessed if the user has ALL on authorization. "License Key" can only be accessed if the user is member of the group camunda-admin
