In Webapps, on missing license modal, I can click a link to add a license although I am not a camunda-admin

      When I'm not a camunda-admin, I cannot see the link to add a license

      Hints
      Right now the link is visible if user is authorised for resource AUTHORIZATION with permission ALL.

        This is the controller panel for Smart Panels app
