Move typed values into the platform

      AT:

      • Typed values are moved from commons to platform
      • Typed value artifacts have the same versioning as the platform
      • The Maven coordinates are consistent with the platform

      Side notes:

      • Projects depending on typed values: engine, engine-dmn, external-task-client-java; they will probably need to be adjusted
      • Git history should be kept

            Changes after merging typed-values with platform:

            1. Replace Camunda Commons BOM with camunda-database-settings as the parent of the typed-values root pom;
              • The camunda-database-settings is used because it contains the `camunda.version.old` property used in the clirr plugin. The property will need to be used after we release the typed-values library with the platform version.
            2. Add typed-values as a separate dependency of the Camunda BOM with the engine version.
