Errors should have consistent JSON response body

      In case of error / exception, the Rest-API /rest/signal returns JSON which does not conform to standard specified in doc (https://docs.camunda.org/manual/latest/reference/rest/overview/#error-handling). Currently, the JSON response does not contain "type" property.
