unable to start process via tasklist

      Reproduce:

      • start with current snapshot
      • configure admin user
      • login and logout of tasklist with demo user
      • login as admin user

      Problem:

      • the dropdown for starting a process is not shown in the tasklist

      Hint: I used tomcat distro from 5.8. (Build 409)
