Update to documentation in docs.camunda.org of the restart process instance REST API

    Description

      I'd like to create a branch and update the documentation on the restart process instance REST API to clarify that it also applies to completed process instances. Also want to make clear it creates a new process instance rather than resurrecting the old instance. I will create a got branch, make updates, and create a pull request
