No process archive deployed when including empty processes.xml

      In previous versions of camundaBPM / camunda fox there was the option to include an empty processes.xml to create a default process archive. Currently this option is disabled.

      • clarify if that is intended
      • align documentation on that topic when decision is made (user guide is outdated)

      A testcase for the problem is attached.
