Update getting started guide from DMN 1.1 to DMN 1.3

      We now support DMN 1.3 with a limited feature set. The getting started guide says it is target at DMN 1.1. This should be updated to DMN 1.3 (including DMN models that reference the 1.1 namespace currently). DMN 1.1 is also part of the guide's URL. Let's discuss if we want to keep existing links working.
