Steps to reproduce

• Consider the following process:
  
• One active instance waits in the External Task
• Batch modification is performed
  
  • Instruction order matters: (1) Cancel (2) Start Before

Expected behavior
I can see on process definition view one instance waiting in the User Task

Observed behavior
I cannot see any active instance on process definition view.

Hints

• Everything seems fine on process instance view
• Please see attached test case
• It seems we haven't introduced the problem recently since the test case also fails on 7.10.0
