Migration view shows always two latest versions

      Steps to reproduce

      1. Deploy a process definition in 3 different versions
      2. Start a process instance for version 1
      3. Go to Cockpit and open the running process instance
      4. Click the link to migrate the process instances to the latest version (arrow-up)

      Observed behavior
The migration view suggests the operation automatically for two latest versions (2->3)

      Expected behavior
The migration view should consider for which process definition version the operation was started

martin.stamm thorben.lindhauer I have tested the issue and looks good to me.

I did want to point out a couple of things

            • Considering I do not have a running instance on the latest version (Process Definition View) and I want to migrate running instances to the latest version, when I click on the arrow for migration next to all versions counter, the migration menu has pre-selected the two latest versions. Is this expected?
            • The behaviour is the same when we click on Migration under the Related menu. I am assuming this is also expected.
