When starting fo the first time webapps as an admin user and telemetry is not configured yet a dialog pops to inform the users for the telemetry.
In the What does Telemetry measure? question, information is given only some of that data that is collected and not all of it. ("Product version, database technology, application server and pseudonymized installation ID.")
That information might not be sufficient for the users to make a decision to enable/disable the temetry.
