Revise CRDB pipeline

      The pipeline is triggered on each push to master (unit and qa tests). So daily CRDB jobs are not triggered once a daily. Do we want to keep this differences?
      AC:

      • Daily (STANDALONE) build triggers only QA stages;
      • Downstream build triggers:
        • On master branch: only engine and webapp tests
        • With PR labels: depends on labels
