Description:
The new Jenkins pipeline generates stages by combining stage types (tests like old-engine, instance-migration, etc.) with databases.

Problem:
Some of these combinations do not exist as jobs in the (freestyle jobs) CI.

Expected:
The new stages should be excluded, or evaluated if they should exist.

Note:
The problem has two cases:

1. For the old-engine tests, additional stages are generated.
2. For certain PR labels, additional database stages are tested. These stages should exist but need to be excluded from the PR label execution.
