[Bug] In pipelines, the db node label is not considered in matrixes

      Steps:

      • create a PR in CE repo that uses pipelines with label db2

      Expected:
      The matrixes trigger only the db2 jobs that are part of them in the build

      Observed:
      All jobs are executed in the matrixes as the db node label is not evaluated when checking the PR labels.
