User Story (Required on creation):
The suspend permissions for process definition/instance currently only cover suspending/activating the definition/instance itself, but not corresponding job definitions and jobs. Since those resources are closely tied to the former, the permissions should be extended. This allows users to revoke the UPDATE permission (e.g. to disable changes to history TTL) while keeping the ability to suspend entities.
Functional Requirements (Required before implementation):
- To suspend job definitions of a process definition: The SUSPEND permission for the PROCESS DEFINITION resource is extended
- To suspend jobs of process instances: The SUSPEND permission for the PROCESS INSTANCE resource and the SUSPEND_INSTANCE permission for the PROCESS DEFINITION resource is extended
