• UTW is displayed by default
• Decide if the toggle is still needed at all; if yes, decide if it should be possible to configure the default value in Admin's config
• Backport to 7.15

• Currently users have to tick a checkbox to see this metrics, which is easy to miss
• This is probably a remainder from when this feature was still backed by a history query which was potentially expensive
