Multiple incident handlers for the same type of incident

      User story:
      Currently, an incident can only be handled once. This is not very convenient, because when incidents occur, there may be multiple handlers, such as the default handler and the metric provider.

      AC:
      Support for multiple incident handlers for one type or having a composite handler would be helpful
