      User Story (Required on creation):

      As a user i want to be able to change a rule in cockpit and deploy it without risking deploying a rule that is not executable.

      Functional Requirements (Required before implementation):

      Compile rule before deploying it. In case of a compiler error, abort the deployment and display an error to the user.
