Change default history level to full

      Problem

      Currently, the history level is audit by default.

      Reasoning

      Cockpit requires history level full [1] so it wouldn't work seamlessly when...
      ... using the Standalone Webapps or ...
      ... we add a Webapps Extension in the future and data produced with the Engine Extension already exists

      Solution

      Change the history level to full. Users can change it back when they need a more economical history level.
