Docker build for version 7.16.3 fails in the Download.sh section

Environment (Required on creation): Docker environment , Camunda version 7.16.3

Steps to reproduce (Required on creation):  Build the docker container from the files https://github.com/camunda/docker-camunda-bpm-platform

Defining version 7.16.3

Observed Behavior (Required on creation): Build process crashes 

Expected behavior (Required on creation): The image should build properly 

Root Cause (Required on prioritization): My assumption is some missing info/files
