Set task list filter for run environment by default

      After startup of the run distro and login to the task list no tasks are displayed. Thats due to a missing filter. The change this the following has to be added:

      Add to default.yml

      camunda.bpm:
      filter:
      create: All tasks

        This is the controller panel for Smart Panels app
