L3 - Default Description
User Story (Required on creation):
As Operations Engineer I want to filter the instances to be modified by start date. This is needed in case I only want to retrigger tasks (calling external systems) for processes started before a certain time, e.g. I don't expect a response anymore ("Restarting asynchronous task for which no response is received").
