Reactivate ManagementServiceTest in camunda-qa-old-engine

      Acceptance Criteria (Required on creation):

      The ManagementServiceTest was disabled with CAM-14677 due to the testGetTableMetaData test. This test asserted the number of columns in the ACT_RU_TASK table. CAM-14677 introduced a new column breaking the test in the old-engine scenario.

      When 7.18.0 is released we can enable the test again.
