Acceptance Criteria (Required on creation):

A file in the format that https://github.com/Financial-Times/github-label-sync expects is added to https://github.com/camunda/camunda-bpm-platform, so that we can use the tool to automatically set up the labels in all relevant repositories
A readme is added that describes how to sync the labels between repositories
https://confluence.camunda.com/display/AP/Github+labels explains how to maintain issue or PR labels
