In Webapps, watch changes for english translations in dev mode

      Acceptance Criteria (Required on creation):

      In dev mode, a watcher is registered on translation changes and copies the change translation files in the target folder.

      Hints (optional):

      This works already in Tasklist: https://github.com/camunda/camunda-bpm-platform/blob/master/webapps/ui/tasklist/grunt/config/watch.js#L43-L47
