[CAM-1602] Remove drools dependency and unrecommended code

The BusinessRuleTask implementation using drools is currently not supported in camunda BPM and not recommended to be used.
If used Drools should be hooked in by the user of the platform (via own Behavior).
So Drools dependencies and dead code in the core engine shall be removed
