Webapp login in IE possible without admin user

      Reproduce steps:

      • remove all admin user or remove admin groups
      • refresh page --> Setup page appears
      • click "camunda admin" logo in navbar --> login screen appears
      • login is no possible without admin user

      Problem:
      IE behaviour inconsistent with firefox and chrome
