Change password form can be submitted with blank New Password fileds

      Reproduce:

      • open Admin - Users - Account
      • Enter your Password
      • Leave New Password and New Password (repeat) field blank
      • click Change Password
        --> Account has no password (validate with relogin)
      • open Admin - Users - Account again
      • enter new password and repeat
      • click Change Password
        --> not possible as no My Password was eneterd
