Cannot start a process instance which does not contain any forms

      1. start tasklist (e.g. in develop mode)
      2. open tasklist and login into tasklist
      3. press button "Start a process"
      4. choose for example "CallActivity"
      5. press button "Start"

      --> No process instance will be started.

      Expected behavior:
      A process instance will be started.
