      Reproduce steps:
      Open SQL create script (e.g., \camunda-bpm-ee-glassfish-7.2.0-20140901.090201-233\sql\create\db2_engine_7.2.0-SNAPSHOT.sql)

      Problem:
      Script attempts to alter tables before they have been created

      Expected behavior:
      Script creates tables before attempting to alter them
