Footer not stuck to window buttom when window size reduced

      Reproduce:
      scale down horizontal window size and inspect the footer bar. At a certain size the footer bar is not sticked to the buttom.

      Hits every browser.

      Hint:
      The bug is 100% reproducable. Latest detection with Websphere SNAPSHOT camunda-bpm-websphere-7.2.0-20141124.004217-615
