Cannot modify process instances with active compensation handlers

      • I cannot start an activity in a transaction that has already reached a cancel end event for which the compensating activities are in wait states; neither an exception is thrown, nor does the activity instance state change

      Might already be partially be fixed with CAM-3757, but test cases are important.
