[CAM-3928] User/Group button is not disabled when creating GLOBAL authorizations

Reproduce:

Create a new authorization in admin
set the authorization type to global
User/Group type is set to User
click the User/Group icon to change type to Group

Expected:

I can not change the type to Group

Observed:

I can change the type to Group

Result:

I can send a request to the server which tries to create a global authorization with the wrong parameters. The server will throw an error, which is correctly displayed in the frontend.

HINT: You can not use ng-disabled with an <a> tag. Use <button> instead (possible styling issue)
