User/Group button is not disabled when creating GLOBAL authorizations

      Reproduce:

      • Create a new authorization in admin
      • set the authorization type to global
      • User/Group type is set to User
      • click the User/Group icon to change type to Group

      Expected:

      • I can not change the type to Group

      Observed:

      • I can change the type to Group

      Result:

      • I can send a request to the server which tries to create a global authorization with the wrong parameters. The server will throw an error, which is correctly displayed in the frontend.

      HINT: You can not use ng-disabled with an <a> tag. Use <button> instead (possible styling issue)
