Add seed job to JobDSL repository

      Idea

      • currently the seed jobs are configured in the docker image, so if the seed job changes the docker images has to be adjusted
      • solution would be a simple dummy seed job in docker image which only runs one DSL for the job repository, which in fact is the DSL of the actual seed job which then overrides the dummy seed job
