Implementation rationale:
- there can now be user operation entries with the same operation ID but of different types; this is used in the case of setting the job definition's priority and using the cascade option. Then, there are two entries: one for the job definition priority change and one for the cascading change to all related jobs. These share the same operation ID but have different operation types and entity types
