Setting a new filter owner does not create a default authorization

    Description

      When using filter.setOwner("foo") and then filterService.saveFilter(filter) for an existing filter, foo is not granted any default permissions for the filter.

      This should be aligned with the default authorizations created when a filter is initially saved, where the owner receives all permissions.
