Cannot create new authorization in empty list

      What are the steps to reproduce your problem?

      • Goto Admin Authorizations menu
      • Select a resource with an empty list (or empty the list manually)
      • Click 'Create New' Button

      What is the problem?
      Button does not work, cannot add new authorization

      What would be the expected behavior:
      I can create a new authorization even in empty lists

      Hints (optional):

        This is the controller panel for Smart Panels app
