Plain Id Anchors not working in docs

      Seems like the new version of hugo we are using is not generating "plain id anchors" anymore.

      Impact: external incoming links ponting to anchors do not scroll to the linked section

        This is the controller panel for Smart Panels app

            The plainIDAnchors option now has a capital D.

            Notes

            • These flags are very case-sensitive (as of Hugo v0.15)!

            I hope it still works with hugo v0.14. The jenkins is using the patched v0.15 version.
