Admin menu "system" and "authorizations" should be accessible to administrator user only

            The big question is: what is an administrator?

            Two possibilities:

            • a user who is member of the group "camunda-admin" => problem: in LDAP this group does not exist
            • a user who has all permissions on all resources => harder to check in JS

            Pragmatic Proposal:

            • a user who is authorized to create authorizations => should be documented

            Test failed. A non-admin user can access the system menu by hitting the "Enter your license key now." in the "License Required" message in cockpit.

            Let's change the message for non-Admin-users.
