Admin setup page not displayed in IE9

      start platform without admin user

      What is the problem?
      admin setup cannot be displayed

      What would be the expected behavior:
      admin setup page

      Following Error Notification displayed in browser console:

      HTML1114: Codepage iso-8859-1 from (HTTP header) overrides conflicting codepage utf-8 from (META tag)
