Restrict the migration between definition (PD) / instances (PI) of different tenants:

Migration plan creation:

It is possible to migrate from a PD without tenant to a PD without tenant
It is possible to migrate from a PD for tenant 1 to a PD for tenant 1
It is possible to migrate from a PD for tenant 1 to a PD without tenant
It is not possible to migrate from a PD for tenant 1 to a PD for tenant 2

Migration plan execution:

It is possible to migrate from a PI for tenant 1 to a PD without tenant
It is possible to migrate from a PI for tenant 1 to a PD with tenant 1
It is possible to migrate from a PI without tenant to a PD without tenant
It is not possible to migrate from a PI for tenant 1 to a PD for tenant 2
It is not possible to migrate from a PI without tenant to a PD for tenant 1
