Support official DMN 1.1 namespace

      The namespace for DMN 1.1 was changed after our 7.4.0 Release. The official namespace
      is now: http://www.omg.org/spec/DMN/20151101/dmn.xsd

      AT:

      • the DMN model API accepts our released namespaces and the official one
      • for new DMN models the official one is used
