I can always see in which section I am (currently I am in "no section" when I open a process or a decision). Solution Idea: Header has Sections

– Processes
– Decisions
– Deployments
– Reports

When Opening Cockpit I have a concise overview over all these things

Remaining issues:

did you mean to use checked instead of plugin.id in https://github.com/camunda/camunda-bpm-webapp/blob/master/ui/cockpit/client/scripts/navigation/controllers/cam-header-views-ctrl.js#L8
scrollToPlugin is no longer used (was used in the sidebar of the dashboard). If there are no plans to re-add this sidebar, we could get rid of the code: https://github.com/camunda/camunda-bpm-webapp/blob/master/ui/cockpit/client/scripts/pages/processes.js#L32-L37
the link to the process instance version migration on the list on the processes dashboard is available in the CE version. As this is an enterprise feature, the link should not be available there.
the same link is always there when there is more than one version, regardless of whether any previous version has running instances. Imho the link should only be available if there are running instances that could be migrated. If we do not have this information on the dashboard, we should not include this link at all.
