I can only send a Signal to Executions and Process Definitions which belongs to the authenticated Tenants

      AT:

      • using the Signal API, I can only send a signal to executions and process definitions which belongs to one of the authenticated tenants
      • if no authenticated tenant id is set then I can only send the signal to executions and process definitions which belongs to no tenant
      • if no authentication is set (i.e. no user id) then I can send the signal to all executions and process definitions
